The Virginia Beach Police Department charged one of their own with misdemeanor assault following a use of force incident last month.

24-year-old Jemarr Mosley Jr. has been a sworn officer with the department since 2021. He was relieved of his law enforcement authority and is on administrative duty, according to the department.

“Upon the review of the facts surrounding this incident, it is my assessment that our officer used a level of force that was neither reasonable nor necessary, and that he strayed outside of his oath of responsibility and training,” Police Chief Paul Neudigate said in a statement. “I applaud the officers who immediately stepped in to intervene.”

It’s not clear why or how other officers stepped in.

The department declined to provide body camera footage of the February 9th incident, written reports related to the incident or verbal details on what happened because it’s an active criminal investigation and “the officer deserves the due process and fairness the law requires,” a department spokesperson wrote in an email to WHRO.
