Gov. Ralph Northam announced changes to the existing toll relief program standing on the Portsmouth side of the Downtown Tunnel.

"We all know that tolls can add up, especially when you don't have a lot of money," he said.

The rebate program, which started in 2016, aims to help low-income drivers who use the tunnels regularly.

Now, the program won't require a minimum number of trips. That will double the number of people eligible for the program, to about 4,300.

Those who qualify will be eligible for higher rebates than before, now effectively paying half-priced tolls.

Northam said that could add up to around $650 in annual savings for those who get the rebate.

The program is only available to Norfolk or Portsmouth residents making less than $30,000 a year.
