Forecasters are predicting a well-above-average 2008 hurricane season.  Meanwhile, a new study from the U.S. Army Corps of Engineers has prompted Virginia agencies to update the state's hurricane evacuation plans for the Hampton Roads area.  we'll talk about what that means for you on today's HearSay with Michael Cline, State Coordinator of Emergency Management, Professor Eelco Dykstra,Professor of International Emergency Management at the George Washington University Institute for Crisis, Disaster and Risk Management, and WAVY-TV Meteorologist Don Slater.
