The demand sent Hampton Roads leaders into a tailspin. The Base Realignment and Closing Commission (BRAC) put one of the area’s largest employers, Oceana Naval Air Station, on its hit list. The community had already felt the blow from BRAC once with the decision to shut down historic Fort Monroe.

Now state and local leaders face a daunting task, spend billions to condemn and buy homes and businesses in the high risk accident zone, or lose the base.
